    Biography

    David Hughes is Professor of Housing and Planning Law at De Montfort University, UK. Stuart Lowe is a Senior Lecturer in Social Policy at the University of York, UK. They have both published widely in their respective fields and have jointly co-edited A New Century of Social Housing (1991), Social Housing Law and Policy (1995), and Public Sector Housing Law 3rd edition (2000).
