    John Garrick Senior researcher and policy analyst at the Research Centre for Vocational Education and Training at the University of Technology, Sydney. Carl Rhodes Consultant and manager in organisation development, change management and human resource development, and is an Associate of the Faculty of Education at the University of Technology, Sydney.
