William Sims Curry
William Sims Curry conducted 3 rounds of research in advance of each of the three editions of his public procurement books. His books include 48 best practices in public procurement. Curry served as an Air Force systems procurement officer and in the aerospace industry. He served as county purchasing manager, deputy administrative officer, and general services director. He was designated as a Fellow by NCMA. Curry earned a BS from Florida State University and an MBA from Ohio State University.

Curry's most recent research paper "DoD Source Selection: Competencies, Deficiencies, an Remedies" was published in the Proceedings of the Eleventh Annual Acquisition Research Symposium, Graduate School of Business & Public Policy, Naval Postgraduate School on April 30, 2014. Research conducted in preparation for writing this paper was based primarily on the analysis of contractor protests of the award of contracts that were sustained by the Government Accountability Office (GAO) over a two-year period. Recommendations are made to address all the deficiencies identified during the research.

Research into federal, state, and local government procurement revealed weaknesses for all three. Federal acquisition's weakness is inconclusive results from the evaluation of proposals that provide the source selection authority (SSA) flexibility to award the contract to either of 2 or more contractors. State & local public entities have superior proposal evaluation protocols but also have weaknesses. Use of the Curry's Total Weighed Score (TWS) approach would solve problems for all three.
