It focuses on recent study that attempts to measure disproportionate effects during the implementation of a policy, rather than looking solely at the effects after the policy has been fully implemented.

How we choose to respond provides important insights into our ability to collectively act in the face of threats with the unique characteristics of climate change. Coastal Resiliency Through Value Capture and Transfer: A Framework Proposal

This proposal attempts to highlight an example of a hazard-based policy intervention that maximizes opportunities to reduce coastal hazard risk, optimizes the social and economic utility of existing coastal investment through a transfer of development rights approach that is designed to build and enhance coastal resiliency. Future work can improve and build upon the principles set forth in the following framework proposal.

Assessing the US Sulfur Reduction Programme in Massachusetts from an Environmental Justice Framework: Is There Evidence of Disproportionality?

This study reviews the impact of a sulfur cap-and-trade programme on distributions of sulfur from commercial electricity utility generators within Massachusetts from 1990 thru 2014. The results indicate that sulfur reductions occurred throughout Massachusetts that were proportional, including a targeted study area within the state that meets the operational definition of a marginalized community.
