Although I am a retired police officer with 27 years service, I am currently a Senior Research Fellow at Leeds Becket University's Law School and I run my own consultancy company (website https://drdavidlowe.co.uk/ ). I have many publications in the area of terrorism & security, criminal law and policing and I am consistently requested by national and international media to provide expert commentary in these areas.

Biography

I served as a police officer with Merseyside Police in the UK with varied experience including CID postings and after retiring  I am now a Senior Research Fellow at Leeds Beckett University's Law School, I also run my own company, Dr David Lowe Consultancy where among the services I provides is expert witness and my recent work has included assisting the Metropolitan Police's counter-terrorism unit, SO15 and the Ireland's Chief State Prosecutor and An Garda Siochana. I also provide expert support in areas of law and policy. I am currently working with UK Home Office staff on the UK's Prevent policy and counter-extremism. In addition to this I am working with colleagues on prepare and Protect policy initiatives. Due to my expertise I am consistently requested for expert commentary in the area of terrorism and security, criminal law and policing. This includes the UK media such as the BBC (both television and radio), Sky News, LBC and talkRadio as well as international media including CNN, Australia's ABC, Al Jazeera Russia's RT and Sputnik radio Turkey's TRT, France 24 and DW Germany. I have many publications in my research areas from books, book chapters, peer reviewed journals and online journals

    My main areas of research are terrorism and security, criminal law and policing. This emanates from my wide experience as a police officer.

Personal Interests

    I am a passionate Everton supporter and season ticket holder, which makes me an eternal optimist! Been a tough few years but I am confident Everton will become successful. I also love cricket, especially watching and supporting England's cricket team.

‘Prevent Strategies: The Problems Associated in Defining Extremism – the case of the UK

This article argues that a legal definition of extremism must be carefully drafted to provide legal certainty. The main recommendation is that all forms of violent and nonviolent extremism comes under the definition, ensuring it is differentiated from activism. Activism may hold radical views counter to the mainstream opinion, but it is required in liberal democracies as it encourages healthy debate and can prevent the policing of thought in any government strategy or legislation
