Biography
Richard W. Gable received his Ph.D. in political science from the University of Chicago. He has taught at Ohio State University, Stanford University, the University of Southern California, and the U.S. Civil Service Commission Federal Executive Institute, and has published widely in the fields of political science, public administration, and development. Professor Gable has served as professor and advisor in Iran and Pakistan and has been a Senior Fellow at the East-West Center in Honolulu. He was co-coordinator of the Administration of Rice Production Project. J. Fred Springer is currently lecturer in public administration at California State University, Sacramento. He received his doctorate in political science from the University of California, Davis. Dr. Springer served as research associate and methodologist on the Administration of Rice Production Project. He has published in the fields of political science and comparative administration.
