Hank Ellison, a former U.S. Environmental Protection Agency emergency responder and officer in the Chemical Corps who provides chemical and biological counterterrorism training to HazMat, Police SWAT and Explosive Ordinance Disposal teams, also includes a litany of guidelines from such sources as the US Army, DOT and other agencies.
